Why don't news accounts of NATO troops serving in Afghanistan include the 16,500 US troops there?

News items say 20,000 NATO troops are mostly from Canada, Britian, and the Netherlands. The 16,500 US troops are never mentioned as NATO troops. Is this some kind of gamesmanship? Just want to understand. Are US military considered part of NATO troops only when the force is commanded by a US military officer?
