to be born is naitre, which is a vandertramp verb, or one requiring etre as the helping verb for past tense. for he (third person singular) this becomes est. You must then follow the helping verb with the past participle of the verb, which for naitre is ne, with an accent aigu over the e. (the one that goes up.) so that fragment you gave would eventually become "...et il est ne..." and whatever follows it.
